The City Council is looking for an enthusiastic & dynamic Senior Project Manager, to lead on the Council’s Social Housing Regulation approach

This is an exciting opportunity to be part of our Strategic Housing team at Manchester City Council. In this role you will take a lead role working with the Regulator of Social Housing and Housing Ombudsman, working closely with the Council’s in house team (Housing Services) and its contractors (3 PFI funded contracts and 2 Tenant Management Organisations TMOs) and other key stakeholders to ensure that we jointly deliver our core functions in accordance with regulation. Following new legislation including the Social Housing Regulation Act 2023 and Awaab’s Law you will work to provide assurance that the Council is compliant with all statutory and regulatory requirements ensuring that we have a positive impact on the lives of our tenants and residents.

The role holder will have responsibility for:

· Ensuring the Council is compliant with the Social Housing Act 2023

· Working with Housing Services and the PFI and TMO contractors to understand the implications of the new legislation and to ensure compliance

· Leading on Tenant Satisfaction Measures across all Council owned stock

· Following the introduction of Awaab’s Law, ensuring compliance specifically relating to Damp and Mould

· Briefing Executive Members on progress following new legislation

· Attending briefings and seminars to ensure the Council is up to date on all legislation

· Being the point of contact for any regulation related queries.

About the Candidate

The successful candidate will have:

· A strong track record in programme management.

· Experience of working with large internal and external professional teams

· Knowledge of the regulatory requirements facing the social housing sector.

· Knowledge of Council committee structures and delivery arrangements

· The ability to react to immediate problems of a highly complex nature develop pragmatic solutions under pressure

· The ability to review and improve processes and procedures for effective and successful project delivery

· Experience of working with a high level of political awareness alongside external stakeholders and elected members

· Able to communicate effectively with a wide range of partners

· Able to effectively plan and organise a wide and challenging workload

· Ability to manage, motivate and influence staff including those not under your direct management and external stakeholders.
