Manchester City Council is looking for a Project Manager, to help deliver our ambitious new Housing Strategy.

Based in the Strategic Housing team, the new Project Manager will play a leading role within the Growth & Development Directorate – set up to drive sustainable economic growth and the transformation of the city.

About the Team

The Housing Strategy Team leads on delivering the city's Housing Strategy, aiming to add 36,000 new homes by 2032 (including 10,000 affordable homes). This team is central in shaping and overseeing Manchester’s housing landscape, managing strategic initiatives like the Private Rented Sector (PRS) Strategy, student accommodation plans, and landlord licensing schemes (including Selective Licensing).

About the Role

As a Project Manager within the Housing Strategy Team, you will play a pivotal role in advancing Manchester’s housing objectives by developing and delivering impactful projects that support our ambitious Housing Strategy. For example:

  • You will be heavily involved in shaping and implementing a new Private Rented Sector (PRS) Strategy for Manchester, engaging with landlords, stakeholders, and community members to guide improvements in lettings, affordability and regulation.
  • As Manchester experiences significant growth in the PRS sector, your leadership will be instrumental in setting quality standards and creating policies that support a safe, fair, and better managed rental market.
  • You will play a key role in developing Manchester's approach to meeting the housing needs of the city’s growing student population in a sustainable way. This includes working to ensure that new Purpose-Built Student Accommodation (PBSA) aligns with broader housing goals and provides safe, suitable housing for people studying in the city.
  • In terms of stakeholder engagement, you will foster productive relationships with both internal and external partners, facilitating effective communication channels and organizing forums that promote collaboration and innovation.
  • You’ll lead public consultations to gather feedback, evaluate existing policies, and adjust our strategic approach to better serve residents.
  • You will also be responsible for producing timely, high-quality reports, pulling together complex data from a range of sources to support informed decision-making and keep senior officers updated on project progress.
  • This role also involves monitoring and reporting to Scrutiny Committees, ensuring transparency and accountability across all housing-related activities.
  • Furthermore, you’ll contribute to policy development, researching new and innovative approaches to Manchester’s housing challenges and crafting responses that reflect the evolving needs of the city’s diverse population.

This role involves blended / hybrid working. You may be able to work from home or remotely some of the time, or for certain tasks or limited days or hours. About the Candidate

The successful candidate will have the following skills:

  • Project Management: Proficient in structured project management, with a track record of successfully delivering complex projects to scope, time, and budget.
  • Planning and Organisation: Strong time-management and organizational skills to set realistic schedules and prioritize multiple workstreams.
  • Communication: Excellent verbal and written communication skills, with the ability to convey complex information effectively across varied audiences.
  • Analytical: Ability to synthesise and evaluate complex data from multiple sources to inform strategic decision-making.
  • Strategic Thinking: Capacity to contribute to the development of housing policy and innovate within the housing sector.
  • People Management: Proven ability to lead, coach, and support team members towards achieving objectives.
  • Stakeholder Engagement: Develop relationships with senior officers and partners, producing high-quality reports and briefings. Facilitate forums, building networks that encourage open, collaborative communication.
